alabama avenue between wheeler and 15th street. police sources tell news4 onlooker actually jumped out in the street between the vehicle and police car while others appeared to be cheering on the suspect. we saw him againhen he came down 13th street onto savannah. before he finally crashed at south capitol and mississippi avenue, when he slammed into this black honda driven by a man in a domino's pizza uniform. witnesses say he hit the honda so far it popped the black car into the air. >> i heard the boom and i came out. he got out of the car and started running. >> he got out and started running. >> reporter: witnesses say they saw a police dog take down the suspect about a half a block away. obviously hurt, but defiant, he was bundled into a police cruiser and hauled off to jail. u.s. park police just identified the driver. 22-year-old ronel anthony blake

from maryland, near byi airport. he's facing several charges, including assaulting a police officer, unauthorized use of a vehicle, and reckless driving. >> thanks, tisha. today we learned the actions of another driver likely caused that horrific car accident in clinton yesterday. that claimed the life of a prince george's county police officer. and there's word today that the officer was not wearing a seat belt. officer kevin bden was heading home from work at the district's 4 station in oxen hill at the time of the crash. that's where jackie bensen is this evening live. what's the latest, jackie? >> reporter: good evening. we learned the 61-year-old driver of the suv involved is going to face charges for allegedly causing that fatal accident. crash investigators and witness accounts indicate the driver of the white suv was in the left turn lane when for an unknown reason she suddenly decided to cross several lanes of traffic. colliding with officer bowden's police cruiser at the

intersection of branch avenue and surratts road. the impact sent the cruiser sba a light pole. the result was catastrophic and fatal to 28-year-old officer kevin bowden, the father of two young children. the suv driver received less serious injuries and remains hospitalized. >> we've been in touch with the state's attorney and briefed ms. brooks on the facts of the case as we know them right now. what will happen is, the investigation will be completed, and be turned over to the state's attorney for pending charges. >> reporter: a somber chief mark magaw revealed the preliminary investigation indicates the cruiser was traveling above the posted speed limit, and officer bowden was not wearing a seat belt. >> this is an issue that is faced by law enforcement across the country. so it's just not here. but we've paid the price here twice in the last two months. >> reporter: michelle green, a member of the police chief's citizens advisory committee,

said officer bowden's death, the department's second loss since august, hits home for county residents. >> i think we have gotten the message out, and it has finally taken root in citizens that the police department needs our eyes and ears. we are an extension to what they do. >> reporter: coming up on news4 at 6:00, we'll hear from the friends and colleagues, those who worked most closely with officer bowden. reporting live in austin hill, jackie bensen, news4. most of the rain has moved out. so far today. but not everybody's done with it just yet. storm 4 chief meteorologist doug kammerer is here with that. >> yeah, it's funny, pat, because when we say most of the rain has moved out, most of the area. if you take 100% of the area right now, probably 90% of it is dry. but the 10% that has the rain is about 90% of where the people live. you can see where the rain is coming through downtown right now. also coming through many areas of montgomery county, fairfax county, getting hit hard by this

rain. also down towards prince william county. you can see exactly what i'm talking about as we zoom on in here. right around olney, georgia avenue, towards aspen hill and 28 here on the intercounty connector, all seeing fairly heavy rain. as we move to the south, in through fairfax county, george washington memorial parkway, around mclean and tyson's corner, all seeing that heavy rain. and coming into the district and down to the south, some heavy rain along i-95. this is between lorton, franconia and around springfield. this will affect the rush hour tonight along the beltway, from i-95 all the way around the western side of the beltway here over the american legion bridge, to bethesda, and back to 95. we'll be dealing with this rain for the next one to two hours. if you're going out tonight, make sure you take that umbrella with you. police are looking for a man who knocked a woman out and sexually assaulting her in south

d.c. it happened near good hope road and naylor road. he dragged her into some bushes and knocked her unconscious. when the woman woke up, she said there were signs she had been assaulted. a man behind one of the deadliest killing sprees in recent d.c. history was sentenced today for his crime. nathaniel sims gets 25 years behind bars. he admits firing an assault rifle into a crowd of mourners at a funeral in 2010, the funeral of a young man he and his friends had previously killed over a bracelet. in all, five people were killed. eight others were injured. sims got 60 years with all but 25 suspended because his testimony helped convict the other five men involved in the attacks. the presidential candidates got a chance last night to poke some fun at each other at a charity dinner. but today, it was back to fighting for votes, with 18 days

until election day. president obama was back in fairfax, and julie carey explains he tried out a new phrase, aimed at governor romney. >> 18 days, virginia. >> reporter: with election day closing in and the polls tightening, president obama sharpened his attack on mitt romney during a fairfax rally by coining a new word, romneeshia. the president spotlighted what he said are governor romney's shifting positions. >> if you say you'll protect a woman's right to choose but stand up in a primary debate and say you would be delighted to sign a law outlawing that right to choose in all cases, man, you've definitely got romneshia. >> reporter: the crowd roared, and the presidential rift continues. >> if you come down with a case of romneshia, here's the good news. obama care covers preexisting conditions. we've got a cure. we can make it well, virginia.

daytona beach, florida. earlier today ryan toured a technology lab at the university of south florida in tampa. and later, he met with small business owners and students at the university for a discussion about the challenges facing business owners today. ryan talked about what he learned from his former mentor, the late congressman jack kemp. >> when you tax something more, you get less of it. when you tax something less, you get more of it. if you tax capital, if you tax labor, if you tax families and small businesses less, you get more capital. you get more labor. you get more take-home pay, more small business develop and more risk-taking. >> here's an indication of the intensity of the pace of these final few weeks before the election. especially in battleground states. congressman ryan's plane and vice president biden's plane were parked nearly wing-to-wing today on a taxiway in florida. disappointing earnings reports from big corporations today, including microsoft, ge and mcdonald's led to a plunge

accidents unhurt, but the mess left behind lasted for hours. traffic completely stopped and stuck on the interloop near old georgetown road. >> i seen the lights. i knew there was an issue but i didn't realize the beltway was stopped. i sort of got caught in it. we were just parked for like a couple hours. >> reporter: a closer look during the day at this stretch of the beltway reveals what many commuters already know. not a fun place to drive. navigating the beltway at any stretch is a tough thing to do, but especially here on the northwestern section as it meanders around trees and in through neighborhoods, you have to be especially careful behind the wheel. you have to pay extra close attention. >> some of those turns are a little sharp. you know, but i mean, what can they really do to fix it. >> it's scary. it's 55 miles an hour but people go 70. so you kind of go with traffic and all of a sudden you slam up to someone going 55. >> reporter: is there a way to make the ride smoother. they say this section of the

beltway could certainly use a makeover. >> it's old, it's narrow, it's dark. the lanes aren't marked well. it has enormous curves. >> reporter: he's actually nicknamed this stretch the rockville roller coaster. but a face lift, not on the drawing board right now. for now it's white knuckle drive and bear it. >> it's twist and turns but it bothers me when people are flying around it. >> reporter: the direct cause of the accident this morning still not determined. but we do know it was raining. the maryland state highway administration telling us more than 200,000 vehicles a day travel this section of the beltway. in montgomery county, adam tuss, news4. imagine putting on sunscreen at the beach and suddenly you can catch fire. energizer holding plans to recall the spray sunscreen, the lotion can literally ignite if it's exposed to an open flame. energizer said the problem

appears to be with the ultra mist spray valve which is overapplying the product. there have been five reports so far of people catching fire in the last year. more than 20 million bottles have been sold since it hit the market in 2010. pretty scary. >> it is scary. doug, you've got rain you're watching out there still. >> it's right over i-95. right across the metro area. most locations, southern maryland, out to the west, looking at plenty of sunshine, very nice evening. but right over the i-95 corridor where most of us live, and most of us are driving home right now with rush hour coming in. we've got the rain. a shower just moved right through downtown. as we look down to the mall and washington monument, things are looking good there. take another shot and you can see off to the left, the right side of the picture, sunshine, blue skies. to the left, that's where the clouds are. i want to show you another picture from our national harbor camera. this camera right here showing a lot of rain off towards the west. this is all in through fairfax county, alexandria county,

looking a at that, too. is that a funnel cloud? no. it is not. that is the inflow from that storm coming right back up. have not seen lightning out of this. but we could see some small hail, and we are going to see some very heavy rain. 72 degrees right now at the airport. winds out of the south about 12 miles per hour. we're seeing the area of rain just off to the west of the airport. temperatures around the region, nice back to the west. 67 in martinsburg, 76 in la plata and 72 in pax river. take a look at the viewing area. clear, you're not going to have a chance for rain. but baltimore, right through washington, right along i-95, that's where the rain is. and once again, it is heavy. south and east, you're not going to have to worry about it either, at least not for the next couple of hours. here's where the rain is right now, over towards olney, to the east along 28 here. and right along i-95, over towards laurel, very heavy rain continuing down towards aspen

hill. we move farther down to the south, wheaton, bethesda, north bethesda, the 495 spur right here that we were just talking about, 270, right around democracy boulevard and the montgomery mall, very heavy rain. and down towards the american legion bridge seeing heavy rain there, too. in the district, most of it on the western side. northwest d.c. getting hit fairly hard. mount pleasant, along connecticut avenue, wisconsin avenue, both seeing fairly heavy rain. farther down to the south in through fairfax county, 395, right on down through 95, in through springfield, franconia, and 123, very heavy rain. it is going to make for a very slow rush hour. once again, this is going to be moving through over the next few hours. look how small this little line of showers is. but the big area of storminess still back to the west. this is still a huge, huge storm. most of us are in the dry section. here's where the clouds and rain

are to the west. these clouds will be moving our way during the day tomorrow. i don't think we'll see any rain with them. but i do expect to see cloud cover. warm with scattered showers and thunderstorms, although most of us will be dry overnight tonight. if you're going out in d.c., though, take the umbrella with you for the next two, maybe three hours. mild conditions tomorrow. mostly cloudy skies during the afternoon. and on sunday, nothing but sunshine. and a very nice day to get out and about. so, this evening, partly cloudy. nice and mild, but storms right along the i-95 corridor and the beltway. heads-up for those. tomorrow morning, we'll be waking up to dry conditions. but it's going to be quite damp tomorrow. partly cloudy, mild and damp. a nice start, 46 to about 53. tomorrow could be a little bit of a gloomy day. we'll become mostly cloudy during the afternoon, cooler, jacket weather, but not too bad. 64 to 68 degrees. great horse race going on tomorrow, international gold cup going on over in fauquier

friday night we're heading to southern maryland for friday night football. >> yea. our crew on the road again. another friday night. and it brings another feature of a top ranked high school program in our area. but this one might tug at your heart strings. zachary joins us from waldorf where the third ranked team in the region is visiting north point. zachary? >> reporter: carol, when the academy opened in 2000, the neighborhood was so rough, they didn't want the kids going out for recess, but not only do they have a football program, they turned it into the best in the area. tonight they're on the road to north point high school to play only a handful of local games they'll get to play this season. home games are nonexistent. the locker rooms were moving crates. the biggest problem around here is finding some competition. >> it's almost been impossible to do.

because we're not affiliated with a conference. some may not call me back. some still have gaps in their schedule. i take it in stride. we just focus on getting kids in school, you know. we get joy out of that. not just really just about winning. >> reporter: but a new postseason system makes them tough to dodge. made up of the best schools. the winner will take on the champs for an outright city championship. they're ready around here. >> we're definitely in favor of it. i think it was more in the future, i think the schools will be a part of the city title games as well. >> reporter: if the knights do work now, it will be next to impossible to dodge them in the future.

cocktail inside a mall appeared in two courtrooms today. we'll tell you what we learned about the suspect. we're on jury watch tonight, the jury finally has the case of police officers on trial for what happened after that maryland basketball game. it started as an armed robbery, it turned into a sexual assault. the victim, teenage girls. i'm pat collins. the story coming up, news4. a fast forward through the headlines now. president obama visited george mason university in fairfax today. he's accusing mitt romney of changing his mind on key issues to attract women voters. the president called it romneshia. mitt romney and paul ryan will campaign together tonight in florida. a 61-year-old driver now faces charges for causing the

crash yesterday in clinton that killed a prince george's county police officer. she crossed several lanes of traffic then collided with the officer kevin bowden's cruiser. police say the officer was not wearing a seat belt. news4 cameras were right in the middle of the action during a police chase today. police say it started when a maryland state trooper spotted a stolen car on 495. the 22-year-old suspect was arrested after a crash in southeast washington. he's now facing several charges. now let's fast forward to the weather. >> we're looking at strong storms with heavy rain and small hail. small hail has been reported in through montgomery county, around the rockville area, and through silver spring along georgia avenue into the district, downtown seeing heavy rain. we're going to continue to see that heavy rain over the next, say, half hour to an hour most likely. down to the south, along 395. the beltway going to be a tough go over the next hour or so as

we see the rain its way across the area. heavy rain for the next hour or so. you may want to keep your umbrella handy if you're making your way out and about this evening. the fate of two prince george's county police officers now in the hands of a jury. chris gordon is live at the courtroom with more on how today's closing arguments wrapped up. >> reporter: good evening. the jury has been deliberating since 3:00 this afternoon here at the courthouse. they began right after hearing both sides deliver today's closing arguments. university of maryland student john mckenna came to court to see how it would end two and a half years after being beaten by two baton-wielding officers. the prosecutors said the force was neither reasonable nor necessary. the force was punishment. mr. mckenna was on the ground hit time after time, knocked unconscious.

but defense lawyers say that the case is about perspective. they say the celebration became a riot after the university of maryland basketball victory over duke in 2010. that police were outnumbered. the officers' perspective through a foggy face shield was that john mckenna was running toward a police line, his fists clenched, aggressive behavior, warranting arrest. justifying the use of force. it took four days of trial testimony to explain what happened that night. the officer had four seconds. if you say he made a mistake, don't make him a criminal. corporal region nnald baker, 14 years. harrison, more than 20 years, having been awarded the medal of valor and officer of the year. the charges, second-degree assault, meaning intentionally inflicting injury without justification. and misconduct, when a public official commits an unlawful act.

that video that you just saw is probably the most important piece of evidence in this trial. and the jury has to see it and review it shortly after they began their deliberations. that was about two and a half hours ago. if we have any indication of how it is going, at 5:00 this evening, the judge asked, do you want pizza delivered to the courthouse, and the jury answered yes. so they appeared to be deliberating into the evening, trying to reach a unanimous verdict. that's the latest from the prince george's county courthouse live, chris gordon, news4. the man suspected of throwing a molotov cocktail inside an arlington mall has been charged tonight with arson. 29-year-old leon trail appeared in arlington and alexandria courtrooms today. and what other charges he's facing. >> reporter: today in federal court in alexandria, 29-year-old leon trail stood silent, flanked by a pair of u.s. marshals. even when asked by a judge repeatedly if he understood the

charges against him or if he had an attorney. each query was met with silence from the accused. he shows a background of computer engineering as well as study at the georgia institute of technology. trail is charged with a single count of arson. police say he's the man who dropped a crude independent sin area device at the ballston mall. the busiest time for the food court, he dropped his device. it took a while for people to comprehend what was happening. >> flfs a sound, then a lot of people started running. >> reporter: we're also learning more about the device trail used as described as a 40-ounce brown glass bottle filled with something that witnesses say smelled like gasoline and plugged with several wooden matches. court documents say the liquid did indeed ignite but was es

howard county police say they have arrested a man for secretly videotaping women. michael mckinney is facing multiple charges. police say he installed video cameras in the homes of two women. police released video clips yesterday showing the man setting up the cameras. they say he got multiple tips, they got multiple tips and arrested mckinney last night. they believe he knew both women and copied keys to both their homes. they will determine if there are any other victims. no charges will be filed against the fairfax county police officer who killed a man this summer. fairfax county commonwealth attorney says private first class edward carpenter was justified by the law in firing his weapon. in july, two officers approached two men who were acting suspiciously at the intersection here of frye road and madge lane in mount vernon. one male tried to run away, but the officers caught up with him and tried to detain him.

the man then opened fire at the officers, and carpenter fired back, killing the man. more than two dozen tsa workers at newark, new jersey's liberty airport are getting the boot. the tsa plans to fire 25 workers while suspending 19 others. this after an investigation alleges the tsa workers failed to check bags properly. the tsa says the screeners failed to open up and physically check 250 bags that were flagged by x-ray machines. between november and december of last year. a union is disputing the accusations and will likely seek to have the charges dismissed. coming up, we were fooled. justin timberlake fools everybody. i think this actually could be hail. this is not a tornado, or anything like that, this could be hail coming right over alexandra, the rosalind area right now. another vantage point here, you can see the ominous looking clouds here in the city, getting pummeled with very heavy rain. 72 degrees, winds out of the west at 15 miles per hour. as a result of the downflow from these storms just off toward the west. right along i-95. that's where these storms are. there's a new one now developing through portions of charles county, along the potomac. i want to take you to montgomery first around olney, rockville, seeing heavy rain. this one right along 29 here, and 95, we have seen a little bit of lightning 10sh9d with this. and it's making its way up to the north. as we move on down, right through 495, over towards college park, right through white oak and silver spring area, also seeing heavy rain. in through the district, look at the very heavy rain right now coming right through downtown. dupont circle, just saw a very heavy downpour go through. now it's moving over to georgia

avenue and will continue to the mount ranier section. and in through arlington and alexandria, you'll continue to see that very heavy rain. once again, there is hail signature with this. and i think we could be seeing some small hail right along route 1 here, right over the airport. probably just to the west of the airport. maybe around the pentagon. and then farther down toward the south, around ann arundel and through portions of charles county and prince william county, quantico, heavy rain here along the potomac. we've got a lot of rain along the i-95 corridor. everybody else, high and dry. look at this long line of showers and storms that has developed. it is a very thin line. but it's coming right through some of our more populated areas. as we move through the night tonight and into the day tomorrow, we'll dry out. i think we'll see a pretty nice day tomorrow. it will be rather cool with a lot of cloud cover. sunday, nothing but sunshine. a high of 67. monday, tuesday, wednesday, thursday, all looking great,

too much black licorice can make you sick. is there any truth to that? >> actually the food and drug administration helped us with this answer. as it turns out, yes, some people can overdose on black licorice. if you're 40 and older and eat two ounces of black licorice every day for two weeks, you could end up in the hospital with an irregular heartbeat. it has a sweetening compound that it cause potassium levels in your body to fall. usually they return back to normal when the black licorice consumption stops. but the fda advises everyone no matter your age not to eat large amounts of black licorice in one sitting. i had no idea. >> next question comes from several viewers tonight. they want to know, what are the best ways to make sure you're getting a good deal at hallow one pop-up stores. >> "consumer reports" says there are several things to do to get a good deal and protect yourself as a shopper from one of those

pop-up stores. first, don't compare to comparison shop, you may be able to save by comparing prices online or checking out a discount store as well. ask about returns. some pop-up stores may have limited return policies, because they're not open all year. and next, pay by credit card, you'll have more consumer protections this way. if you end up needing to dispute a charge at one of those stores. check out the clearance sale after halloween. most stores offer serious markdowns come november. >> don't try to take it back november 1st. won't work. our last question comes from several concerned parents in our area. of course, they want to know how to keep their kids safe on halloween night. >> the u.s. consumer product safety commission said, you have to have your costumes made of flame-retardant materials. look for the words flame resistant or retardant and choose polyester or nylon. have your children wear bright reflective costumes or reflective tape on the costumes

it was a terrifying ordeal for three young women in prince william county. >> they were walking near mocking bird heights road last night when they were attacked by a man with a gun. he dragged one of the women away and assaulted her. >> pat collins talked to a friend of the victim's who

explained how the suspect watched the victims go by before he made his move. >> walked around and put the mask on, pulled the gun out. walked back to where they were at and stopped them at gun point. >> that's how it all started? >> that's how it all started. >> reporter: that's starr johnson, she knows the teenage victims. she came to their aid after this happened. door to door, police working the neighborhood, passing out fliers, looking for witnesses, looking for clues, looking for a sexual assault suspect. it happened right on the edge of the quantico marine base. fuller heights road, 10:00 at night, police say three teenage girls walking home. one of the girls splits off. two others continue walking. those two approached by a man with a gun. he demands money.
